What efflorescence on a foundation wall means

What you are looking at is mineral salt. Water moving through concrete, block, mortar, or the parge coat itself dissolves soluble salts along the way, carries them to the face of the wall, and evaporates there, leaving the salt behind as a crust. The white is the residue of a journey water took through your foundation.

That is why the deposit is a symptom rather than the disease. Salt cannot reach the surface without water to move it, so a bloom is direct evidence of a live moisture path through the assembly. The pattern tells you roughly where. A band along the base of the wall points to ground moisture wicking upward. A halo around a crack points to water entering at that crack. A patch under a window well or beside a downspout points at the obvious.

It helps to separate efflorescence from things that resemble it. Efflorescence is loose and powdery and brushes off dry. A hard, glassy white crust that resists a brush is usually mineral that has already recrystallised and needs a different approach. Fuzzy growth that smears and smells is not salt at all. And a light haze that shows up once on new work and never returns is often just the wall drying out after construction rather than a defect.

Why efflorescence keeps returning after removal

Cleaning a wall is the easy part, and it is also the part that fails when nothing else changes. Wash the salt off and you have removed this season's deposit while leaving the water path, the water, and the salt supply exactly as they were. The bloom comes back on the next wet cycle, often within weeks.

Is the white powder on my foundation harmful to touch?

It is mineral salt carried out of the masonry by water, not a biological growth. Ordinary care and gloves are sensible, but the real issue is what it says about moisture moving through the wall rather than the deposit itself.

Why did the white bloom come back a month after I scrubbed it off?

Because scrubbing removes the deposit and leaves the water path intact. As long as water keeps travelling through the wall and evaporating at the face, it keeps carrying dissolved salt out and leaving it behind.

Can I just paint over the white deposit to hide it?

Paint applied over efflorescence bonds to loose salt crystals rather than to the wall, so it peels. Worse, it traps the moisture that caused the bloom, and salt crystallising under a film can push the coating off in sheets.
